You can in 1.49 because of the new game option, I don't use it because I keep my lights on all the time. If you want to use before 1.49, 1)make sure lights are in 1st position ie sidelights, 2) go to console and type g_automatic_headlights 1 press enter. Just do this each time you start game. Problem solved.
